4 of the Top 10 states by creators per capita have zero state income tax.
That’s not a small detail — that’s a structural signal.
The Numbers
Out of 50 states:
- Only 9 states have no personal income tax (18% of the country).
- But among the Top 10 states by creators per 100k residents,
4 are zero-income-tax states (40%).
Those four states are:
- Nevada – 1,648 creators per 100k
- Washington – 594 per 100k
- Alaska – 531 per 100k
- Florida – 516 per 100k
That’s more than double their national representation.
If creator density were randomly distributed, we would expect maybe 1–2 zero-tax states in the Top 10 — not four.

But It’s Not Only About Low Taxes
Here’s where the story gets more nuanced.
Three of the Top 5 density jurisdictions have high top marginal tax rates:
- Oregon – 9.9%
- Hawaii – 11%
- D.C. – 10.75%
This tells us:
Tax mitigation is a factor — but not the only factor.
Urban density, youth demographics, culture, and digital work adoption also matter.
However…
The overrepresentation of zero-tax states in the Top 10 suggests taxes are a pull factor, even if not the sole driver.

This produces a national modeled revenue base of approximately $1.68 Billion.
Step 2: Federal Tax Modeling (Blended Effective Rate)
Rather than applying marginal IRS brackets individually, we use a blended effective federal rate to reflect:
- Federal income tax
- Self-employment (Social Security + Medicare) obligations
